Colima is the capital city of Colima State, located in the western part of Mexico. It is a city that combines history, culture, and diverse nature. It is a mandatory transit point for goods coming from or heading to the most important port on the Mexican Pacific, the port of Manzanillo.

In 2025, the city government launched the “Colima Alliance for Security and Harmony” strategy. Led by the municipal government, this effort brings together other government entities, the business sector, academia, and organized civil society to work to reduce insecurity rates, guaranteeing adequate conditions for the development of productive, cultural, and social activities; strengthening citizens’ sense of identity and trust; restoring family and community cohesion; and building a safer, more resilient, and inclusive community. It aims at reducing homicide rates by 25% by the end of 2025, in comparison to 2024; and 10% the perception of insecurity over the same period.
The strategy consists of 10 key lines of action, including education and awareness, community strengthening, social inclusion, intelligence and research, technology and surveillance, police strengthening and coordination of operations. The strategy seeks to consolidate safer social and family environments in the face of the challenges posed by the high levels of insecurity rates in the municipality. These are divided into 41 objectives and 161 target goals, includingthe reduction of several crime indicators and others related to social inclusion.
One of the main challenges facing the City of Colima is to be able to achieve a reduction of its high levels of crime rates, and also increase the perception of safety of its population. The most significant security issues affecting the city are intentional homicides, vehicle theft, home burglary, street robbery, commercial theft, cattle rustling, and domestic violence.
