To prevent violence and crime, Godoy Cruz created a specific area of Prevention, Community Participation and Human Rights, which reinforces the municipal commitment to safety. The city has promoted policies that use information systems for decision making, combined with integrated and comprehensive prevention programs. For example, it implemented a Community Alert System that has multiple dimensions in prevention: it speeds up the link between neighbors and the police, strengthens ties of solidarity in the neighborhoods and generates information about conflicts and crimes, which are used to design prevention strategies.
Godoy Cruz has also developed a robust system of support for youth through sports, school insertion in early childhood, school support to avoid dropouts, training for labor inclusion, the provision of primary health care, and a wide range of capacity building workshops. Specific cultural and social prevention programs, targeted at youth, have been implemented especially in priority areas with higher levels of violence.
The joint work of our municipal agents, the provincial police forces and prosecutors and judges; the investments in technological equipment (e.g. security cameras, in addition to the alert system); and the generation of competitive funds for social projects and urban infrastructure, promoting community participation in public affairs and the occupation of public space, have also been a key part of Godoy Cruz efforts to promote safety.
The main challenge is to reduce property crimes and prevent lethal violence linked to illicit markets and toxic masculinities.
Godoy Cruz alert system is already used by 10% of the city's households, with 500 networks of neighbors connected to each other for prevention. This means that 15,000 neighbors are active in prevention strategies. The homicide rate in the city was reduced by more than half over the past eight years. Godoy Cruz has invested US$10,000 dollars annually in social violence prevention programs, co-managed with 75 civil society organizations.
The design of transversal public policies with a variety of actors has also allowed twenty-two (22) informal settlements to be urbanized in the last 25 years, improving Godoy Cruz habitat and the lives of hundreds of families with quality public services, better environmental indices and controlled urban growth.
For the current year's budget of US$ 41,517,000, 18% have been allocated to Human Development (approximately US$ 7,652,000), targeting education, vocational schools and business incubators, neighborhood health centers, kindergartens, sports centers, among others.
