Peñalolén has adopted a human security approach focused on the comprehensive well-being of its residents, recognizing that security goes beyond mere crime prevention. This approach encompasses human development, social cohesion, and protection from multiple threats such as violence, health risks, and economic vulnerability. The creation of the Human Security Directorate in 2018 marked a shift toward a people-centered vision, aiming to protect them from various threats while ensuring their quality of life. Through the Local Management Observatory, the Communal Security Plan has been optimized using data analysis, innovation, and strategic partnerships.
The municipality has also implemented innovative policies for the prevention of violence against children, adolescents, and women, which not only strengthen security but also promote the rights and protection of citizens, addressing gender-based violence in a holistic way. This collaborative and preventive approach positions Peñalolén as a model in human security management at the local level.
The main challenges for Peñalolén are to reduce robbery with violence or intimidation, decrease the perception of insecurity related to drugs, increase early warnings of violence against women by strengthening institutional capacity for timely reporting and care, and enhance early warnings to reduce risks and violations of the rights of children and adolescents, reinforcing the role of the community and institutions as guarantors of rights.
